He could not do much. Russia had been our ally during the war. It took awhile to realize that Stalin did not intend to honor his agreements and withdraw his troops from the occupied nations. Once that fact became apparent there was nothing that could done short of war with Russia. Meanwhile Korea and Red China became a problem. The US became heavily committed to war in Korea and Russia became a secondary problem.
