Honda Accords are equipped with a hydraulic assisted steering system. The rotation of the motors crankshaft also drives the vehicles accessory belt system. The belts drive the power steering pump which pressurized fluid into the steering gear. The turning of the steering wheel actuates the rack-and-pinion to move right of left. The hydraulic pressure assists the gear in this movement. Without this pressure assist turning the steering takes much more force.

In most hydro brake booster systems the pump also runs the power steering system so if the power steering works the pump is okay. It sounds like you have a master cylinder problem.

There isn't much to diagnose. Either the electronic steering works or does not. You can check that the wiring harness or wires are not damaged, but when a power steering failure occurs with the electronic steering on the cobalt the electronic steering component must be replaced.
The power steering system works on high pressure and at idle the pump does not turn fast enough to provide full assist. It requires a higher engine rpm.
