Ethyl alcohol is primarily an anesthetic, thus it's chemical reactions are of little importance. What it does is to dissolve within the cell membrains (of all the cells) but primarily those of the nervous system. This changes the permeability of the cell membrane. Which results in a non (or less) responsive cell.
