Palkia does not exist in Red Rescue Team. Red Rescue Team only has Pokemon up to 3rd Gen. The only legendaries are:

The easiest way to do it and create it is by searching up something along the lines of Pokemon Mystery Dungeon Explorers of Sky Wondermail generator and something should pop up. You can create any type of mission and have any type of reward. You can get an egg, an item, a recruit, money, boxes, ribbons, etc. There's also one for Time and Darkness. Same for the original Red Rescue Team and Blue Rescue Team. Have fun!

How do you recruit any Pokemon in Pokemon mystery dungeon red rescue team?
for most part you have to by friend areas from wigglytuff before you are able to get certain Pokemon and you wont beable to recruit till after the first dungeon. some friend areas can only be received through jobs/wonder mail or taking on legendary Pokemon like celebi n rayquazza. rest will be unlocked as you go along in the game. also your party has to have enough room to let them join and have to have friendbow along with high lvl Pokemon ones that need both i would suggest getting through evolving and with hand full of them you can only get through evolving also couple of them are supposed to be excluded but you can unlock them with codes
Is Palkia or Dialga in ssbb?
You cant control them as a character, but in the stage "Spear Pillar" they appear along with Cresselia,Mesperit,Azelf, and Uxie. You can tell witch 1 is coming( DIALGA or PALKIA) by looking at the stages color. If it is pink, Palkia will come. If it is blue Dialga will come.
