all i know is that a full grown bear can run as fast as a horse so i imagine it could run 100 meters pretty fast. A bear can run 100 yards in 6 seconds, over uneven ground! A bear can out run, out swim and out climb a man.
Polar don't necessarily run (not saying they don't run at all) but can swim at speeds of 6 mph. They tend to lumber when they walk so there average walking speed is 3.5 mph.
I'm not sure what you mean by `83ms' but polar bears can't run at any speed for ten hours. They can run at up to about 25mph for short distances but they're big and well-insulated so they overheat quickly and can't maintain that sort of speed.
