Current theories state that should time travel backward become possible, there won`t be restrictions theoretically on where in the past you can go. The only restriction would be that you can`t go before the big bang as it was at that point when time itself was created.

Another theory is that you can't travel back to before the time machine was created, because one of the laws of thermodynamics is that energy cannot be created or destroyed. This means that the amount of energy (and therefore matter) in the Universe must always remain constant. Therefore, taking the machine backwards in time past when it was created violates this law, as both the machine and the materials that will eventually make the machine will exist at the same time. So the Universe has an extra time machine worth of matter (and the person who is in the time machine). This is also explains why people from the future cannot come back and give us a time machine.
