the moving water is what actually forms the cliffs. as the water / tides come in then the water hits the rocks and starts to erode them, as this erosion continues it startes to cut into the base of the rocks there, eventually over time the undercut will go so far that the rock over hanging it is too heavy and falls into the sea, this then creates a new piece of cliff....and this cycle continues. for examples look at black gang chine in the isle of white (uk) or the white cliffs of dover (uk) hope this helps
