AT 12 I could pull it back all the way. That is when I had it pulled back I could see the inner foreskin which is covered by a very smooth mucous membrane, which then turns into the outer foreskin, (that is what you see when the penis is flaccid that covers the glans, which inturn becomes turns to the shaft skin. There is really no hard and fast rule. However it is probably a good idea to start loosening it up to the point where it retracts all the way if there is no adhesion between the glans and the foreskin, which can happen sometimes with late bloomers. If you have difficulty with this you should ask "how do I stretch my foreskin" and you will find a heap of information that may be helpful to you.
