Tigers can roar at about 114 decibels at 83 to 248 hertz. This is 25 times louder than a lawn mower. Their vocal cords are square and the fatty tissues in their throats help amplify their roar.

Although Tigers can roar most of the time they are very very quiet, they are hunters who use stelth to stalk their prey, they are very careful not to make any noise which may alert their victim until such time as they are close enough to pounce.
