Although the Peregrine Falcon gets all the publicity for being the fastest living animal on earth, all the large falcons have the ability to exceed 250 MPH in a long stoop from high altitudes. These include the Gyrfalcon, Prairie Falcon, and all the now sought after hybrids of these individual species. Gravity favors a heavier bird such as a Gyrfalcon, (being the largest), but also the hardest/tightest feathered bird (being the peregrine) which has less drag at high speeds. Now, in a straight line flight with no angel of attack, a Gyrfalcon can regularly out pull a Peregrine, and out distance one too with it's more powerfull build. So for a combined speed average, probably the Gyrfalcon is the fastest.
