You should always have your wheels & tires balanced. It doesn't matter if they are new or used tires; if you have just had the tires mounted on the wheels then I promise you it will need balanced. Even if one of the tires and wheels matches up really close and does not need any weights added, your other 3 wheels will still need balanced. I've never seen a car not need any balancing adjustments after a tire mount, especially American cars.
You would be able to feel shaking/virbrations at all speeds, and would get worse as you accelerate. The vibrations would be at all times too, meaning weather you were on the throttle, coasting in neutral, or braking you should be able to feel it.
Driving on unbalanced tires is not only dangerous, but will also cause extreme uneven wear on the treads and flat spots too. Once witnessed a friend ruin a brand new set a tires in under a month, all because he was too cheap to get his wheels balanced...
