There's no such thing as a 250cc moped. A moped is a 50cc scooter with a top speed of 30mph restricted.
A moped with a 150cc motor's top speed is approximately 85 MPH, and that's descending down a hill. It will average 60-70 MPH on flat surface.

This really depends on the model and manufacturer of the moped. But in general, most mopeds will not go real fast, because they have extremely small engines [50 cc or less in general] and were originally designed as bicycles with small engines to assist them. They are not built for speed usually, because most laws require them to go under a certain speed to be moped legal, meaning you don't need a special motorcycle license do operate them. They also usually do not have a transmission, which really limits their maximum speed. The average moped will top out at around 30 MPH. This is really slow, but it is okay for the bike lane in the city. But some mopeds are pretty fast, for example, the Yamaha FS1E which had a 4 speed manuel shift transmission can top out at around 55 mph, which is very fast on a moped.
An electric moped will not be able to go 40 MPH.

No moped type vehicle would be legal to drive on a freeway. The minimum speed on freeways is 45 mph. Moped type vehicles will not run that fast. A much better and safer alternative is a motorcycle like the Honda Rebel. It is a 250 cc motorcycle that will get over 50 mpg and is large enough to be safely driven on a freeway. It is a much safer vehicle than a moped with it's small wheels. Go to any motorcycle dealer and look at what they have.

A 125 cc moped will generally top out at around 55-60 mph. But it really depends on who makes it. Some 125 cc 2 stroke race mopeds will do 70+mph, while some cheap 125cc 4 stroke import mopeds will barley do 52 mph.
