It means the air bag module has found an electrical failure in the air bag system. It could be anywhere in the system. It also means you probably won't have air bags if you have a crash, until you get it fixed.
If you are refering to an air bag in an automobile, then those bags are filled, very quickly, from a pyrotechnic device called a gas generator mounted at the base of the bag. Small sensors mounted in the car sense when you hit something hard and they ignite the pyrotechnic charge, which burns rapidly, releasing a lot of gas into a bag on the steering wheel, dashboard on headliner of a car. The bag fills and then deflates very very fast. FAST is the key thing here.
Suspension air bag or cab air bag? Typically, there'll be a quick disconnect for the air line to the air bag. You undo that (bleed out your air tanks before you do this). On one end of the air bag, there'll be a nut which needs to be unbolted. Once that's done, you unscrew the air bag counterclockwise and it'll come out. If it's a suspension air bag, you'll need to jack up the frame. If it's a cab air bag, you'll need to jack up the cab. Anything more specific than that would require a make and model of the power unit.
Ram the forward portion of the vehicle into a brick wall at 5 mph or more & the air bag will conveniently come out.
