Maglev trains are among the safest rapid transit systems in the world. The speed and distance among Maglev vehicles are automatically controlled by the frequency of the electric power fed to the guideway, thus possible collisions are eliminated.
There is no practical upper "max safe speed" for a maglev train today, as technically, a safe speed of 3000 miles per hour could be reached today.
The limits for safe speed include a well protected right-of-way (a limited access tunnel is necessary for very high speeds), well established and maintained tolerance limits (extremely expensive, but within a tunnel's controlled environment is practical), and fail-reliable safety systems (similar to those in use by military aircraft).
As all of this is impractical simply because the cost is offset by the distance needed to accelerate and decelerate within comfort levels of passengers such that maglev stations will most likely be closer than 100 miles apart. That limits practical maximum speed, so it is highly unlikely a maglev will be built (except for a trans-oceanic tunnel) that will exceed 400 miles per hour.
With current systems now in use and without a secured right-of-way, it is unlikely that a maglev in the US will be allowed to exceed about 300 miles per hour. Maglev trains in the US are regulated by the Federal Railroad Administration and will have to prove their safety systems prior to being allowed to run.
The Liverpool and Manchester Railway was the first modern railway, in that both the goods and passenger traffic was operated by scheduled or timetabled locomotive hauled trains, about 1830. There were cases where horses drew the cars.

The question is not clear, and if you are not clear about something it is not safe.
There is no way to run a DVD in safe mode. DVD's can be burnt in safe mode and program disks can be installed in safe mode though.
how is steel tested to make sure it is safe to use

There are 3 types of train crashes. Train to train, train to other vehicle, and train alone (which includes colliding with animals, trees, etc). Train to train crashes are prevented today by using fail-safe supervisory systems that stop a train when any unsafe condition is identified. The most publicized system of this type today is the US mandated installation of Positive Train Control (PTC). Train to vehicle crashes usually occur at railroad crossings, with 25% being the motorist driving into the side of the train, in the US. These cannot be prevented. More than 95% of the other crashes of this type were the result of the motorist entering or staying on the crossing when unsafe to do so. Operation Lifesaver is a US nationwide educational program to address this - and it has helped. Train crashes of other types are most often either from the track becoming unsafe, for many reasons, a defect on the train, or excessive speed. Excessive speed is being addressed by PTC, while track conditions have been getting better nearly every year since the 1950's.
By air. Train is also considered as safe to travel during pregnancy.
No
No. Speeds are established by the railroads to be safe, and are based on track conditions, grades, curves, crossings, etc. Towns do not have the authority to regulate the speed of a train passing through.
The euro train is known as safe. There haven't been many accidents and they have a good safety record right now.
It is very safe. Safer than traveling by car.

If the posted speed is not safe at that time
Many trains around the world today are equipped with fail-safe computerized systems that provide safe train operation, with one function included that is referred to as Automatic Train Operation (ATO). This ATO provides all the functions that would normally be performed by the train operator, except for watching the track in front of the train. Because there is no one to observe if someone may be on the track, the Dubai Metro is equipped with doors on the station platforms that only open when the train is in the station to prevent people from entering the track area.
A safe speed.
Boot camps are safe because they are provided with safe people to train your kids to be disciplined.
