Without a good command of it, you'll have a hard time absorbing everything that's presented and available for absorption. -- Your level of absorption, i.e. how well you have progressed in your education and how your achievements should be graded, will be evaluated in English. It will avail you naught, and handicap your performance, if you do not understand the test question, or if you know the answer but cannot regurgitate it in English.
College English is an English class with higher levels of reading, writing and oral communication. The reason it's much more difficult than high school English, is that the teachers there tend to grade very hard on your writing in preparation for university(which is not really a good thing)
