Sergeant Major is E9 which is the highest NCO "pay grade" in the marines. Command Sergeant Major is E9 as well but has more seniority than just a Sergeant Major. Sergeant Major of the Marine Corps is also E9 but has the most seniority of any NCO in the marines. E9 means that you are enlisted and you are rank 9. E9 is used to represent the pay grade.
They are referred d to as Top because they are at the top of the NCO ladder. They are the highest rank a NCO can be without a MOS.

I don't know if the marine corps has records of this, but am also curious. My best was 14:35 in nco school in 1984. At the time it was a nco school record.
Wow, studied this in NCO School. The Army NCO Corps was established during the Revolutionary War by an Austrian by the name of Von Struben on direct orders of Gen. Washington. Exact year, I am not sure, but Von Struben made our NCO Corps unlike any other.
The Scarlet Stripe, often called the Blood Stripe has been an official part of the uniform regulations for NCO's and Officers since 1859 and is said to commemorate the bloodshed by Marine officers and non-commissioned officers at the Battle of Chapultepec in Mexico in 1846. Therefore it is only worn by Corporals and above in the Marine Corps.
The US Army and Marine Corps requires respect of all Non-Commissioned Officers' rank. While the soldier must respect the rank, the NCO determines whether or not the person is respected.
