If the "problem" is peace between Israel and other nations & Palestinians, then the city is not the obstacle to resolving the problem. The real obstacle is the attitude of hatred & animosity directed at Israel & Jews. Jerusalem is the actual capital of an actual nation, Israel. The United States & other western nations recognize Israel as a legitimate & sovereign nation. Embassies of foreign nations are normally expected to be located in the capital cities of that host nation. When Israel's government centers (capital) moved from Tel Aviv to Jerusalem in 1949, most embassies remained in Tel Aviv so as not to anger Israel's neighbors. By comparison, when the Federal Republic of Germany capital was moved from Bonn to Berlin after the collapse of communist East Germany & subsequent reunification, then embassies were moved from Bonn to Berlin as the German government relocated there also. In July 2008 the new US Embassy opened in Berlin. Most of those nations & people that have expressed a strong issue with Jerusalem, are actually fundamentally opposed or hostile to Israel's existence and intended to use Jerusalem as one of many bargaining chips to eventually undermine Israel.
