High end Rpm output tails sooner, engines idle is lumpy, emissions are higher, too much overlap can cause rough low rpm driving, more chance of detonation.
an egr valve opens to put inert gases in the combustion chamber to lower the temperature. this is done to reduce NOx emissions that are produced at high temperatures.

About the only emissions equipment on a 68 was a pcv valve.
