New York had a very powerful loyalist movement, especially in New York City. Many of the leading merchants made their living trading with England and they were happy to remain under the crown.
Jefferson had been trained in the law and had been a lawyer. He therefore set out in the Declaration of Independence to lay out the reasons which compelled the colonies to seek a separation. Once past the opening, the Declaration is essentially an indictment of the English Crown and set out to itemize the Crown's unjust treatment of the colonies. It is, essentially, what would be known in the modern legal system as a Bill of Indictment. Hence the repeated use of the word.

That was the Declaration of Independence written by Thomas Jefferson and approved by Congress on July 4, 1776. He states this within the first 2 paragraphs and is one of the most powerful statements of rights ever written. He invoked the "natural rights" of mankind. At various time in our history people have been arrested for sedition by reading the Declaration of Independence aloud in public. John Adams got the Alien and Sedition Act passed with such a clause in mind. It proves that the word is mightier than the sword.

Thomas Jefferson most notably uses parallelism in this excerpt from the Declaration of Independence. He repeats the phrase "He has" to list a series of grievances against King George III. By using parallelism, Jefferson creates a powerful and persuasive effect, emphasizing the injustices committed by the King and strengthening the argument for independence.

Jefferson was all ready a member of the Second Continental Congress and was known to be a gifted writer, so at the age of 33 was asked to draft the Declaration of Independence. He was an avid reader and had a vast library so he had read the Enlightenment thinking on government ( years later he donated 6,000 books to start the Library of Congress). A five man committee was appointed to draft the Declaration of Independence and they chose Jefferson to author the first draft, selecting him for what John Adams called his " happy talent for composition and singular felicity of expression." It took him 17 days to write one of the most powerful statements on liberty and equality.
