To the guy above me; people tithe because it's God's money anyway and not giving back to him would be stealing. Whenever you give something to God; he will bless you so much more. You just can't out-give God.

Now to your question... I believe the Holy Spirit works on the individual. Therefore the Holy Spirit should be regarded as more personal. However, God is not limited to working on separate individuals either. The church, as The Bible defines it, is any group of real Christians (those who follow Jesus Christ). Because the Holy Spirit works on all the members of the Church; you get everything playing together. Often times the Spirit will tell a few other members of the Church when one isn't listening to God. This is how God guides the church; by working on the individuals. Denomination doesn't matter as long as all the individuals are "real Christians".
