Express powers -The powers the Constitution specifically grants to one of the branches of the national government. Such as the power to regulate interstate commerce and appropriate funds. Implied powers inferred from the express powers that allow Congress to carry out its functions. Such as the power to create banks. Inherent powers the power of the national government in foreign affairs that the Supreme Court has declared do not depend on constitutional grants but rather grow out of the very existence of the national government.
Together, these express,implied and inherent powers create a flexible system that allows the Supreme Court, Congress, and the people to expand the central government's powers to meet the needs of a modern nation in a global economy and confront threats of international terrorism. This expansion of central government functions rests on four constitutional pillars.
These constitutional pillars- the national supremacy article, the war power, the commerce clause and especially, the power to tax and spend for general welfare-have permitted a tremendous expansion of the functions of the national government.
