A dog is a mammal like you and I so I guess it can have high blood pressure.
It depends on how high the voltage is, if its too high it can do nerve damage, seizures, etc. to the dog. The dog should not be injured by the electric collar, just feel the waves enough to get the dog to stop what hes doing.
It depends on the breed of the dog and other factors.
your dog will either get high, or die... hey, that rhymed!
hold a dog treat high above his head.

In the AKC, the American Eskimo dog is classified in the "non-sporting" group - it is a working dog that was bred for a purpose outside of hunting. In the case of the American Eskimo dog, the breed was developed to have high stamina and endurance for pulling sleds - a high energy, high intelligence dog that needs a great deal of exercise and grooming, but will be a loyal and protective member of the family.
