Yes, freshman is the 9th grade in Puerto Rico. The confusion comes from the fact that in Puerto Rico 9th grade is in junior high public schools, but this was done because in the 1950's there weren't many high schools. The government made the elementary schools last until 6th grade and the junior high schools last until 9th grade to enable the students to continue their education without being affected by the shortage of schools. It remained that way ever since.
