you are right charges can never be at rest but the columbs law and electric field and other topics are being studied just imaginary, suppose that when charges are at rest they must emit a field which is called as electric field.

induced charges are produced due to the polarisation effect of charges .whenever some charged particle approaches another neutral body it distorts the electron cloud present in the material in such a way that due to repulsion the electron cloud does not face towards each other. due to this if one face have negative charge then other will get positive and vice versa .thus the whole process is called polarisation .the capability of the charged particle to distort the electron cloud is called polarising power
