The interior plains area of the US is excellent for growing crops. This is why it is sometimes referred to as "the Breadbasket of the US." Much of the nation's corn, soybeans, and wheat, the top three crops, are grown in this area.
Corn husks are not "made", they are a product of the maize plant which was not grown on the Great Plains of north America, since no farming was carried out there.
Because that's where the great majority of the US supply of corn is grown.
