It has been mitigated by government programs, such as providing "green certificates" to non-polluting industries, or the vehicle emissions control program "Hoy no circula", which prevents older vehicles from rolling on the streets one or two days a week; also many polluting industries (i.e: oil refineries or thermoelectric plants) have been relocated to other cities or regions within the country.

However, the location of Mexico City - a valley surrounded by hills and mountains - and the fact that our modern society depends too much on fossil fuels, prevent this problem to be solved 100%.
