Yes, it is ran by the government which is currently a hung government. Also the UK has a Queen, Elizabeth II, who is also the Queen of 15 other independent Sovereign states also known as the Commonwealth realms. These are:
the United Kingdom, Canada, Australia, New Zealand, Jamaica, Barbados, the Bahamas, Grenada, Papua New Guinea, the Solomon Islands, Tuvalu, Saint Lucia, Saint Vincent and the Grenadines, Belize, Antigua and Barbuda, and Saint Kitts and Nevis. This is why if you look at the Australian flag it has the Union Jack in the corner.
Hope this helped! :L xx
The UK is not considered a confederation because it is ruled by the king and queen. The US is not ruled.
No country has ever ruled over the UK.

You're probably thinking about the Falkland Islands but they're not ruled by the UK as such. The Falkland Islands are a 'British Overseas Territory' which means that they are self-governing but the UK is responsible for their defence and international affairs.
There is no such country. Cyprus received independence from the UK in 1960, Akotiri and Dhelika excepted, and Malta received independence from the UK in 1964.
