Yes, it is ran by the government which is currently a hung government. Also the UK has a Queen, Elizabeth II, who is also the Queen of 15 other independent Sovereign states also known as the Commonwealth realms. These are:

the United Kingdom, Canada, Australia, New Zealand, Jamaica, Barbados, the Bahamas, Grenada, Papua New Guinea, the Solomon Islands, Tuvalu, Saint Lucia, Saint Vincent and the Grenadines, Belize, Antigua and Barbuda, and Saint Kitts and Nevis. This is why if you look at the Australian flag it has the Union Jack in the corner.
