YES!!!!! This is abandonment one of the most common forms of abuse in the States!!!!! The SPCA find thousands of emaciated animals which have been abandoned because the owners can't afford to feed them or they just move houses without the animal.

Anytime you abandon an animal that is abuse. An animal depends on you for food and water and love. When you abandon an animal it can die from no food or water. Abandoning an animal is like abandoning a new born baby who depends on mom or dad to feed it. The same thing goes for an abandoned animal. After abandoning an animal, the animal has nobody to care for it. There is no one there to feed it, water it, bathe it, walk it, or give it love and attention. Animals are a lot like babies and require a lot of hard work so it's important to remember that before you get any kind of a pet. You need to make sure you have the time and resources to be able to dedicate to this creature, who, in essence, has their life in your hands.
