Did you mean 'who pays for an adoption'? If so, the answer is "it depends."

In Minnesota, for example, all adoption fees are covered by the state if the parent adopts a child from the foster care system.

In the case of a non-foster care adoption, the adoptive parents pay the costs themselves. When I adopted, I took advantage of the adoption tax credit, which meant I could claim those expenses - up to a certain amount - on my taxes. That way I did get some (but not all) of the money back as a tax refund.

The person placing a child for adoption does not bear any financial costs.

People find many creative ways to offset adoption costs, including asking their church family for donations, selling crafts, taking out loans, getting assistance from employers (some employers offer financial assistance), applying for grants, etc.
