It depends on how your nTelos account is set up. If your aircard is shared with your cell phone service then yes the data would be free (with exception of smartphones those require the 29.99 smartphone data package). If it is not shared, for instance if you have an unlimited plan the aircard cannot be shared, you would have to pay extra for the data package.

No, the Envy Touch is a basic phone. At one time, it did require a 10MB data plan but it doesn't carry the fuctions of a smartphone and Verizon Wireless never considered it a smartphone. It is basic phone.
