AC, just use a transformer. DC, it's more complicated. You need to build or buy an inverter which is an electronic circuit which will chop the 110 volts into a high frequency square wave, run it through a transformer, then rectify the higher voltage AC back to DC.
The voltage of 277 is the wye connection of a 480 volt three phase supply. The only way to reduce 277 to 120 volts is with a step down transformer.
277 volt systems aren't normail systems

No. To prevent this sort of thing from happening, the 277 volt device and receptacle is physically larger that a 240 volt receptacle and will not fit in a regular receptacle junction box. For a 277 volt system the proper size junction boxes have to be purchased.
Only use 110-120 volt appliances on a 110 volt socket.
It depends on what 277 volt device you are trying to connect.

You should not need a wiring diagram. If the generator has a star point (wye) connection then the phase voltage to ground (star point) is 277 volts. 480/1.73 = 277.

115 Volt and a 110 Volt can be treated as the same thing. The electrical voltage supplied from your electric company is not exact and can be 120 Volt + or - 10%.
