How is it that you can lie to a bishop or a stake president and be found worthy by them as long as you give your ten percent and more and do what they ask without question?

Paying tithing has nothing to do with someones righteousness. We can not tithe our way into heaven, all the while living a double standard of sin.
A Bishop or Stake President is not given the gift of being a human lie detector. If a person lies about their worthiness and presents themselves as being honest, the judgement of the Lord rests upon the sinner. If the Bishop or Stake President has first hand knowledge of the impropriety of an individual, then they are called to take that into consideration weather the person is worthy of that what they seek.
For the rest of us, it is a freeing thought to know that final judgement belongs to the Lord, and is not our burden to bear.
As for the person who does such things, it is very clearly stated in the Doctrine and Covenants of the Church.
D&C 121:37 That they may be conferred upon us, it is true; but when we undertake to cover our sins, or to gratify our pride, our vain ambition, or to exercise control or dominion or compulsion upon the souls of the children of men, in any degree of unrighteousness, behold, the heavens withdraw themselves; the Spirit of the Lord is grieved; and when it is withdrawn, Amen to the priesthood or the authority of that man.Wiki User
