Paying tithing has nothing to do with someones righteousness. We can not tithe our way into heaven, all the while living a double standard of sin.
A Bishop or Stake President is not given the gift of being a human lie detector. If a person lies about their worthiness and presents themselves as being honest, the judgement of the Lord rests upon the sinner. If the Bishop or Stake President has first hand knowledge of the impropriety of an individual, then they are called to take that into consideration weather the person is worthy of that what they seek.
For the rest of us, it is a freeing thought to know that final judgement belongs to the Lord, and is not our burden to bear.
