Right Thought, more commonly know as Right Intention, is one of the two Wisdom portions of the Eightfold path; The other being Right View. Right Intention is the commitment to ethical and mental self-improvement. The Buddha indicated that there are three Right Intentions, the first to renounce desire, the second is for the feeling of goodwill, which is resistance to anger and aversion and the third is resistance to think acting or speaking cruelly or violently.

Right Action, is one of the three Ethical Conduct parts of the Eightfold Path. Right Action is concerned with acting ethically, such as abstaining from harming any beings, abstaining from stealing, abstaining from sexual misconduct. But in positive terms, it means acting kindly, compassionately and honestly.

So, the answer is that Right Intention is the resolution we set for our selves to bring about the changes that the Buddha indicated we must do to reach enlightenment while Right Action are the deeds we perform.
