Sound level is measured in decibels (dB) by a sound pressure level meter (SPL meter).

There isn't really a specific level at which "sound" becomes "noise." "Noise" is a somewhat subjective term for "sound that I do not want to hear"; for example, if rap music is at all audible, I personally consider it "noise" though my son does not.

In signal processing, "noise" means "anything that is not a deliberate signal" and generally has a significantly lowerdB level than the signal does.
