I know of no cited way that the court can enforce their decision, but instead it is simply the job of either of the other branches, executive or legislative, to check an infringing branch. Id est, if the president doesn't enforce a decision, the Congress will reprimand, and, if serious enough, impeach. the problem arises most when neither the Congress or the President enforce their roles. in this case, the court loses all power. this is why Federalist 78 claimed
"The judiciary will always be the least dangerous to the political rights of the Constitution, because it will have the least capacity to annoy or injure them . . . . The judiciary has no influence over either the sword or the purse. It directs neither the strength nor the wealth of society. It can take no active resolution whatsoever."
