1) The Torah has always had the Israelite Oral Tradition (today contained in the Talmud) alongside itself; otherwise many verses would be too brief to be meaningful. For example: what forms of work were the Israelites forbidden to do on the Shabbat? 2) The Talmud has as its chief function the elucidation of the Torah.
