No. Expressed powers are the powers specifically listed. If I say you can do something, you have my expressed consent to do it. If I say you can go to the movies, you have my expressed consent to go to the movies. If I say you can go to the mall and the movie theater is in the mall, you have implied consent to go to the movie.
