It means that polar compounds tend to dissolve in polar solvents (like water) and that non-polar compounds tend to dissolve in non-polar solvents. So oil won't dissolve in water because oil consists of non-polar long-chain hydrocarbon molecules, and water is polar (the oxygen has a slight negative charge, and the hydrogens have a slight positive charge).
