The partial pressure of oxygen (O2) determines how much oxygen can be delivered from the lungs to the blood. At higher altitudes the partial pressure of oxygen is lower and it is therefore harder to extract the oxygen from the air to bind with the hemoglobin. Because of the oxygen deficit as compared to sea level breathing rate increases.

The primary stimulus to respiration is the level of C02 in the brain. As C02 rises the drive to increase the rate of breathing is increased. As that rate increases the levels of C02 within the blood decrease and the drive is depressed. This is called a feedback response loop. In addition very low levels of oxygen in the blood can also increase the drive to respiration but unless you are climbing a very high mountain it isn't normally relevant.

in humans there are receptors in the brain which monitor CO2 levels, when they are too high the brain issues an order to take a breath
