Hi there a waxy layer is similar to a plastic bag as it is water resistant. if you are talking about plant terms the waxy layer helps get rid of water quicker so the leaf can get more sunlight the waxy layer also sometimes has a residue which puts off animals eating it.

The waxy layer is similar to a bag because,
the bag is made out of plastic it does not allow water or any liquid threw the plastic layer. Just like the waxy layer,
the waxy layer does not allow water or liquid threw the feather.
They both prevent liquid to touch the plastic waxy layer of the object.
