Well it depends on your schedule. You need to get at least eight hours of sleep. And for every hour you miss you need an extra 2 hours per every hour you miss. You should really get to bed no later then 12 but desperate times call for desperate measures.
Sleep regenerates the body and can tell your mood for the upcoming day.

If you go to bed at 9:00 you should go to bed at 8:30 then you get uP for high school on time. If you like to stay up late go to bed at 8:00
Set your alarm for 8 hours later than the time you go to bed. Every couple of days, gradually set it earlier and get up when it goes off. After about a week, you should be tired enough to go to bed much earlier than you had been doing.

I would say yes. If u eat late, the body has no time to work off the calories gained from the food. It will store it as fat. Unless u work out a lot it is ok to eat late. But that should really be a protein rich food. Hope this helps.
