The length of time it takes for a bill to become varies greatly. If both parties are on board and the president agrees, it could take a matter of days. In some cases, it can actually be years if ever.

If a bill sits on the presidents desk for 10 days and the congress is in session the bill becomes a law but if the congress is not in session when those 10 days are up the bill does not become a law.
