The normal state of the frenulum of the penis is to connect the foreskin to the glans and to restrict its movement beyond a certain point. During circumcision, the foreskin is removed along with the connecting portion of the frenulum. Therefore, the frenulum will not heal to "normal", but should heal to some other state.
If you feel there is a problem with the healing of the frenulum you should see a doctor.
Get your frenulum cut.
Depends. If its short and your frenulum is long, you may have to remove some of the frenulum to have space for the piercing. Its a fairly common problem. Just check with a few piercers to get a idea if you can get a piercing without having problems.
it depends on how bad the infection is.

After that time frame it can take a week or two for your hormones to return to normal. It depends on how far along you were when you miscarried.
