I'm not sure what the requirement is but my dalmatian/lab had her litter when she was 2 years old. She had 11 healthy puppies, all survived just fine and she had no negative affects from the pregnancy.

It is recommended that a dog only be bred once a year. Breeding more than this can result in sick or dead puppies. It will also harm the female because it puts too much stress on their body.
