Although pre-school (such as kindergarten) is optional, a child in the UK starts mainstream school on or just before their 5th birthday. It is a legal requirement that they attend school until their 16th birthday (or until they've sat their last exam in the final year of schooling - whichever comes first). It's then up to the child, and their parents to decide whether to attend college or university.
