As long as there is no sex there is nothing legally wrong with the relationship. Since the 18 year-old is legally an adult and the 16 year-old is legally a minor if the two were to be, "caught in the act" it would be considered statutory rape. All that means is that the sex was consensual but, due to the fact that one is an adult and the other a minor, the sex is illegal. Now, the loophole is that if the Minor's parents/ legal guardian don't press charges against the adult, then I guess there is nothing wrong with it; but, it's better to stay on the safe side, you either ask permission from the minors parents/ legal guardian( good luck with that) or the couple doesn't have sex at all.
