Pure water and most chlorinated drinking water lacks the nutrients needed for bacterial growth. If the water is left uncovered though enough dust may get into the water for some bacterial growth.

that depends on what was in the water to begin with, how long it was boiled, and how it is stored afterwards. Water itself will never "grow" bacteria. if water is left open to the air, bacteria and other particles can land in the water and allow bacterial growth. Bacteria cannot grow in water alone as it has no nutritional value.
