The length of time a dog should be outside depends on the reason why the dog needs to be outside. If it is for the purpose of playing and exercise, the dog can stay outside for as long as he wants, but he will not play for long on his own - he will get bored, so you should be outside with him. If you are letting him outside to go to the bathroom, he should be put outside, told to "hurry up," given a few minutes, and brought back in. This will teach your dog to respond to the command, and he will understand he doesn't have all day to poop. It may sound a little funny, but a dog that will poop on command is a lot easier to deal with away from home. For example, if you are traveling by road with the dog, and you stop for him to have a potty break, he will understand to poop right away, not to run around for hours enjoying all the new and wonderful smells.
