Depends on where it happens. In California, the vehicle can be forfeited (as in taken forever) if the person driving it has a prior for driving without a license.
Technically to legally babysit you have to be 12 i think, so as long as you are babysitting and the cops don't have a reason to drop by you should be fine, as long as it is OK with the people for whom you are babysitting

You don't have to get the license BEFORE you live in California. You do, however, have to get it fairly quickly afterward: you must get a California license within 10 days of becoming a California resident. Certain people are not considered "residents" and are exempt from this, such as military personnel who happen to be stationed in California.
