You can of course continue to drive it but it would seem you would not want to. A simple tire balance will solve the problem.
It is not illegal to drive a car that has a right handed steering wheel. It does not matter what side the steering wheel is on as long as you drive on the right side of the road.

I remove the left front tire and go thru the wheel well opening with a 3/8" drive spark plug socket and a long "wobble" extension. There is a flat spot on the steering columm, so if you turn the wheel to line that flat spot up, it helps.

Behind the steering wheel,their is three screws that need to come off,then you can take off front cover of steering wheel,you will need a steering wheel removal tool to get wheel off,be careful there are two inch long springs that go to the horn,dont lose them or your horn wont work.

If you drive with no fiuld in it keep in mind you will have replace the pumpI can tell you from experience it is hard to turn the wheel when the power steering doesn't work right. Do not do it. It will cost you more in the long run. Easy to buy the fluid and put in.
Any type of cars as long as they do not have the steering wheel fitted. They fit a different steering wheel in China (a smaller one) because people have shorter hands.
